The trouble with the non-veteran pvp campaign is that if you want to send your low-level alts in there, even if you're not really there for pvp (e.g. you want to unlock the alliance war skill lines, get skyshards, etc.) you're screwed if you have alts in different alliances. I might be wrong about this but I think the free transfer to another campaign only appears when you've levelled up to veteran rank, and besides which I might want to, for instance, try out pvp on my aldmeri dominion healer, but I can't because my daggerfall covenant damage dealer is in the campaign, and I've still got 20 or so levels to go before he's at veteran rank.
I can see two ways to improve on this and neither seem very good solutions:
1) Have three non-veteran campaigns. For some reason, the non-veteran campaign is a ghost town already (maybe because it's not in a very prominent location in the list?), so splitting this small number of users into three would make it unplayably empty and would probably create really distorted team numbers as well. So I think we can put a pin in that
2) Lift the restriction on going into the campaign with characters in opposing alliances. I think that might at least be worth trying out, because I don't see there being a great deal of incentive to cheat and screw up the pvp game when you're 10-50, compared to veteran level. On the other hand, it's likely to be full of new players, who are probably the most tempting and damaging users to troll, so I'm probably being over-optimistic in thinking people won't leap at the chance to do so
So yeah, that's all I've got really. Maybe the moral of the story is don't make loads of alts
