There aren't any. the foul water fish show up in the other spots. There are a few zones with no foul water.

how do you get them to appear? use foul water bait?

    Nope.
You use the bait for the respective fishing holes lake, ocean, river.

You may want to check this out: https://docs.google.com/spreadsheets/d/1bLYOLGKV7WYYa03WhPylV2mKtv7L9xzcyiyeU5TUvOI/edit#gid=0

I think that will help you but in broad terms..when a zone has a missing water type the fish normally found there are spread evenly across the remaining water types. So if there is no foul water you will find 1 foul water fish in ocean, 1 in lake and 1 in river but they will be caught using the normal bait for that water type.

The confusing thing for me is the fact that it's not always easy to determine what the water type is and the nodes in a particular area seem to change in some circumstances. For instance, some areas that clearly look like swamp have lake nodes. Also, I have seen nodes change from say lake to river (based on the fish being caught) so I guess you just have to pay attention to what fish are being caught and use the appropriate bait for that to catch the rare ones. The above document is very helpful in helping to determine which nodes you need to find/focus on.

You may also find this site useful if you need a reference of what fish types are found in each water type (your indicator of what the node type is) and what bait is needed: esomasters.com/elder-scrolls-online-eso-fishing-guide/

From what I can tell you always use the bait associated with the water type (not with the fish). So if a zone has no foul water..any foul water fish for that zone would be caught using the other bait types in the appropriate water like normal but there would just be an extra one to catch. So if there is no foul water..you would use lake bait on lake nodes to catch 4 fish (instead of 3) and river bait on river nodes to catch 4 fish and so on. I don't know if this is 100% foolproof but essentially that's how it appears to work.

Do you have anything to confirm this? Like source of information, link, or is this based of own speculation. I don't want to spend another 200 baits when trying to catch certain fish from water, where it can't be caught.

    Edit:
Seems I am cursed with bad luck. A friend just caught three Thrassian Eel in a row from ocean in Auridon. I have spent three days and about 150 worms to get that Eel and the achivement. Well, if I wont get it soon, I'll just quit fishing because it starts to *** me off ssoooo badly.

I have found the spreadsheet linked above is very accurate when fishing for those water types not located in some zones. I only have about 20 fish left to catch, and that google doc is a great help.
