Justice System

It would be great if a more clear estimate could be provided on when the Justice System will be introduced to ESO ?
I remember reading earlier that it would be after update 4, and now that update 4 is just a fortnight away it would be best to update the players on when is this system being introduced, because seriously this system will help bring in a lot more fun to a sometimes lifeless world ESO tends to be.

    They actually said after update 5. My hazy recollection of interviews/AMAs says that update 5 is the Imperial City, and then it's anything goes.

    To be honest, I really don't care.

    My expectation for the PvP portion of the justice system is that, long term, it'll end up being more of a capture the flag PvP match than actual open world PvP.

    I strongly suspect that:
    For the first month or so it'll be extremely popular, much to the annoyance of PvE folks, with practically pitched battles occurring in the streets.
    Eventually once the novelty dies down, most of the guards who actually want PvP will get tired waiting for somebody to commit a crime and go back to Cyrodil, and most of the thieves will get tired of there not really being any guards and go back to Cyrodil.

    Eventually all that will be left will be griefer guards going after PvE folks trying to find a motif/recipe. Around that time ZoS will realize the whole PvP aspect of the Justice system is a bust, and they'll start running events where some rare treasure is under guard in town "X" for a limited amount of time, in order to concentrate the guards/thieves in the same place/same time. The guards will try to protect it, the thieves/assassins will try to take it. i.e. capture the flag.
