B. You will never have your actual scenario of two guys of equal strength and skill fighting the 1 guy in a game. Before that even becomes a remote possibility things like Builds/Classes comes into play.

It is assumed that 2vs1 implies equally matched players. Your statements is that one guy with a shield should be able to block against 2 players in a 360 radius. It makes absolutely no sense at all.

Its funny you say you get "Wrecked" if you dont use Block, yet i can survive fine without blocking. There are so many things that keeps you alive, Armor (Bone shield), Heals, Spell resistance, CC break, health. if you relay everything on blocking then its OP. You gotta have abilities to make you survive in pvp. not just a full damage build. thats why you get Wrecked.
and it wouldnt make you die instantly. it would just make it so that you have to think of your position in pvp.
if you fight 2 players. you would then have to think of both of them. and Place yourself and survive against both. if you are able to survive 2 players with blocking without them bursting you because of blocking, it is still OP.
also if you block, you are immune to stun. so ye, good luck stunning a blocking player

CC Break - Is not a form of Mitigation.
Health - I can damn near instantly kill most people from stealth if they're not blocking and I attack them from behind. That should tell you how much Health is going to save you.
As for your comment when fighting 2 players, You realize that i can just run through you right? there is nothing you can do that will stop me from hitting you from behind in a 2v1..Nothing...
There are movement strategies for keeping multiple enemies in front of you. My Karate school use to practice this. Never allowing the enemy behind you by circling around them. You want to just ignore this strategy in favor of allowing players to just stand in one spot and get hit from all directions, which resembles more an arcade game than real combat.
Ummm movement strategies mean about jack *** when the enemy has a huge range charge that roots you on its activation, knocks you down if your not blocking, and can be followed up with a root, like Dark Talons. Then they can just walk behind you since you cannot face while rooted and do something like just Lava Whip you to death or Puncturing Strikes you to death or Mages Fury you to death, whatever. Oh you want to CC break then Dodge? You're using more stamina than it takes them to just Invasion you in the face again and spam more magicka skills. Oh you're blocking? You're still draining that stamina faster than they are. You want to debuff them with something like Heated Blades or Ember Explosion? They swap to restoration staff that ignores miss, and spam AoE's that ignore miss.
