Blur and Evasion Stacking?

Per a previous conversation, it was mentioned that the 15% miss chance from the NB skill Blur and the Medium Armor active skill Evasion's 15% dodge chance do not stack. Can anyone confirm or deny? If confirmed that they do not stack, is that considered a bug or working as intended?

✭✭✭In my experiences with them, they work in conjunction but they are functionally separate.
Using Combat Cloud, some attacks will pop up as "Missed" and some will pop up as "Dodged."
When I get a "Dodged" popup, there is a character animation of my character dodging in place which temporarily blocks me from using skills; this isn't true of "Missed" popups.
"Missed" popups result in the enemy player's spell visibly traveling past my character without contact, but with no dodging animation involved.Edited by Samadhi on August 16, 2014 12:08AM"If you want others to be happy, practice compassion.
