If you are EP, you will need to wait until Monday or whenever they fix the bugged NPC vendor (Eyes-the-Path) at the North Morrowind Gate, found in the same building as the other vendors. If you are AD, the vendor (Shadura) is with the other merchants at the Eastern Gate. If you are DC, the vendor (Lilou Guidroz) is at the Southern Gate with the other vendors. Hunt down the vendor with a question mark icon on the map.
