I just find it lazy and slightly insulting to quote something in its entirety, that I JUST read 2 seconds ago, just to add, "lolz!" or "I agree!". Even adding a reasonable discussion after does not excuse the half-arsed laziness of just quoting a huge block of text.
Some use /snip, some don't. Breaking a post down to show relevant points and discussing each one makes an argument clear and appreciated by readers.
I'm not an avid forum reader so if there is some general guide or unwritten rules I'd be happy to hear, as I am sure others would too.

Lol, I agree.But no, seriously, I usually try to trim the fat and reply to certain points, or just make it clear who I am talking to without quoting a block of text. Sometimes, when I just reply to particular points, people get mad and say something like "LOL why didn't you mention this part of what I said? Is it because I'm right?" Really, the only winning move is not to play around here.
