In MMOs, if you want something fixed fast, you spread the knowledge about the exploit. Only then, the developers begin to wake up. It's always been so, since before 2000.
I did not want to spread the knowledge and get this egregious fu** up be silently fixed by ZoS, but sadly we got cheaters with the gall to openly shout their legitimation-for-lack-of-explicit-prohibition and spreading the knowledge themselves. Fun times ahead.
Again, it reminds me EvE: there's a category of players (many in a certain alliance) whose official take is: "I shall do everything I want until somebody comes and forcibly makes me stop doing it".
This is a rot affecting younger generations who did not receive proper education and it has to be fought against.

A little detail the cheaters don't talk about: they say that if you find a motif then a cooldown starts and then relogging just helps "timely taking the next repop".
1) Considering the rarity of the valuables, they enormously cut in the most important point of the time sink: the "pre-first drop" time.
That is, it's true you get 15 or so minutes cooldown AFTER you found the item, but by exploiting the login you get ALWAYS ZERO cooldown to get the item itself the first time.
Result: you save the equivalent of hours for the first drop not just minutes. Then once you get the first drop who cares about the log in trick? You just got a 40k+ item you CAN afford "just timely taking the next repop".
So, in reality, the "just timely taking the next repop" excuse is just a smokescreen to hide the uncountable HOURS saved by short cutting with no timer (because the item still did not drop).
2) If the exploit had not been so grossly advantageous, then they'd not bother doing it. Not they would get blue in face defending the undefendable.
3) Another tiny detail they never tell you is: there's NOT just motifs involved.
There are other valuables that do NOT come with a timer.
The potential is multiple tens of thousands gold a day without even getting a single motif / recipe.
4) Why ZoS did not fix it yet: because this is NOT the only exploit to farm motifs and valuables.
Actually, the log-off / log in trick is quite dumb. Out of the FOUR ways to circumvent the game mechanics, logging off and in is almost the worst way to do it.
There are 2 ways which are quicker and smarter and one of them is incredibly quicker and cannot be detected by ZoS even if they banned the other 3.
So, ZoS have to fix all those 4 ways else people will just switch to the next-best exploit. Four fixes take a long time, considering how much work they have to do on vital other parts of the game.
