Big Changes!?

So we all know about the Champion system and all the re-itemization that they are going to be doing to remove VR restrictions from gear but when is this coming? Right now its hard for me to want to play knowing the all the xp I'm gaining after VR12 is not being put towards my champion points.
I remember listening to an interview and/or reading somewhere online where they said that they planned to have this rolled out if not finished by the end of the summer(OR that is what they hoped) but we have yet to see or hear of when phase 2 of 4 for the champion system is coming out.
Just a reminder....
Phase 2: Gain veteran xp from activities that grant regular xp
Phase 3: Adding in the actual champion system, complete with in the sky animations....
Phase 4: Removing VR restriction from items....
