Expert Hunter Bug (video inside)

The following video shows a a bug I believe I have encountered with Expert hunter and it's morph Evil Hunter. According to the tool tip it's my understanding that while this spell/buff is activated every additional kill on undead and daedra extends the duration for fifteen seconds.
In the following video I kill two undead while Evil Hunter is activated and I see no additional duration; in the next part of the video I decide to let Igneous Weapons run out and only use Evil Hunter; as you can see the duration does not extend after either kill. Finally I decide to use Resto staff with both Evil Hunter and Igneous Weapons on and again I get no additional duration for my kill.

✭The Evil Hunter morph is already on the know bug list.
But the real question is, is the tool tip wrong or the skill not working?
The last few skills they 'fixed' they just updated the tooltip to match how the skill was currently working.0 -
