Yes, that is exactly what you do. You will play through the other factions quest line, achieving roughly one VR level per map.

Stick to the Silver quests. There are something like 5-10 per zone.

You can also toss in Dolmens, world bosses and group dungeons.Maybe solo dungeons if you need the soul shards and happen to be at one anyways.,

All of the little side quests offer little veteran experience and will likely lead to quest burnout if you didn't get that already.

When you bring up your journal look for the second tab from the left. That lists the Cadwell's Silver quests.

All you need to do is complete a fraction of the quests in each veteran zone to complete Cadwell's Silver. If you bring up your (J)ournal, you will see a Cadwell's Almanac tab which will show you exactly which quests you need to complete. But to be honest, unless you finish every quest, world boss, and dolmen, you'll be under leveled for the next zone.

So while technically you don't need to do every quest for the Cadwell's Silver to complete, you'll struggle unless you also happen to PvP a lot.

type the J key (or whatever brings up your quest journal for you.) There are tabs at the top, one is for cadwell's almanac. Do the quests hinted at there. They will be checked off after you complete them.
Dear Sister, I do not spread rumors, I create them.

Are you already VR? Or still on the original pre-VR areas?

Bad news... Betnikh is technically a starter area and doesn't apply to Cadwell's Silver. Good news... Completing it gives you a jump on the Veteran Points you need in the ensuing zones.
