Weather is random inside an area, its a bit simpler to have it on the client however just transmitting weather information would just be a byte of data with status from clear skies to heavy rain with lighting.Having the weather server side would be the best option of the two. Everyone should see the same weather at the same time.

This would add ZERO lag. How often does the weather change? Every 15-30 minutes or more.
