Fishing - Catching blues

Is it necessary to catch all the greens in a zone before you can catch any of the blue fish?
It seems like I've never caught blues until all the greens in all the types of water were checked off in any given zone. Now that I'm outa worms and guts are getting pretty limited, I've been trying to get the blues in rivers and foul waters, but without all the greens in lakes and oceans, they just don't seem to be biting.
Anyone know?

I'm still short 1 green in one zone and it is making me crazy. I've gotten the other green and the river blue like 12 times each.0 -
