Loading Screens in cities still not fixed

It also happens in Cyrodiil and it has often happened when I am in the middle of the battle and when the loading screen is gone .... I am dead

It's weird how some problems affect some people and not others (not weird in the sense of unexplainable, but just...mysterious). I've never once since I began playing this game had an issue with random loading screens appearing while I'm out adventuring in the world, whether in a city or not.

I have also NEVER had the "data load failure" that I've seen multiple threads about.

However, I do have memory-leak related crashing problems, which many other players do as well, but there are apparently some people who are completely unaffected by it.

Mysterious. Going to go knock on some wood now.

What are you even talking about? You might want to try explaining the problem if you expect it to be addressed.

With regards to loading in general, I've noticed that load times appear to be ever increasing in length after every patch. At launch, the game loaded incredibly fast. Now it's a 2-5 minute wait from entering the password just to get to character selection, then another 2-5 minute wait to get in game. (It's not always that long getting in game, but the time it takes to load characters has gotten dramatically longer.)

I also experience random loading screens that appear in towns in cyrodiil. They are not frequent...but when they happen its always annoying.
Force weapon swap to have priority over EVERYTHING. Close enough.
Make stamina builds even with magicka builds.
    Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
Werewolf is not equal to Vamps/Bats.

This is another thing that I personally have not experienced. The only time my game takes more than 30 seconds to load is right after a new patch. On my end, starting the game after log-in is about 30 seconds, and roughly 15-30 seconds to load a character. Opening doors for me is about a 5 second load, if not instant.

This may be one of those things that's more end-user specific, depending on how much RAM is in your system and how fast a processor you have. Internet speed may have something to do with it as well, but I couldn't say for sure.

I don't think they'll be going away. It's something they implemented to occur when your system isn't working fast enough to load collision structures. Before this was implemented, there were numerous occurrences of people getting stuck in staircases/bridges/walls because the outer texture loaded before the collision box. Now, if your system is working too slowly, it throws you a loading screen so that it can load these structures in peace.

The data load failure has killed me more times than I can count.

In the past, went loading into a city, you 'entered' before all the crafting stations, NPC's and players loaded, then means if you moved fast from the wayshrine, you could walk to a spot before the NPC or crafting stations 'spawned' on your screen and when it did 'spawn' you could be stuck as you were inside the crafting station or NPC.

So the fix for this, was the client now goes a checks and if there are too many un-drawn objects near you, you get a second loading screen which may or may not move your location a little if you were 'inside' an object.

So if you for example, port into a city as as soon as your load, run full speed to the nearest crafting station, you will almost always get a second loading screen. But if you wait at the wayshrine for 15 seconds before running off, you will never get a second loading screen.

Once you know the logic, you can bypass the second loading screen by pausing for a second, or visiting the bank before the crafting station and other little changes to bypass the 'too many un-drawn nearby object' check.
