I seem to recall that we were supposed to eventually reap the benefits of both food and rink at the same time. Has that still not happened yet?

In the provisioning revamp thread in developer discussion, they say they plan to make food and drink stack with the revamp (with possible (and unnecessary) rebalancing)).

If they gave us enough Bag Space, they would not have to figure out how to make Foods and Drinks Stack....

The problem is, Food and Drink do stack, if they are made at the same Provisioning Level. If you level up, then you can make something a bit more powerful, then you end up with a second stack. So, you can use that to your advantage, just make enough food to gain the next level, but don't make any more until you need to later on. This way it all goes into one stack.
Enjoy the game, life is what you really want to be worried about.

You're confused at what we are discussing. The Food and Drink EFFECTS don't stack.

Yes, I do live in the Great State of Confusion headed up by Governor Clueless....

I do agree that Food and Drink effects should stack, at least one Food and one Drink anyway.

In fact, I think Soups should give us both Regen and Boosts, as there is both Food and Drink in the bowl. Or are we splitting that hair too much?

here from the thread over on the dev diaries

    http://forums.elderscrollsonline.com/discussion/119265/provisioning-revamp/p1

so not only are they considering making items with both regen and max, but also revamping the ingredients AND how they drop...which is huge.

Nothing I hate more than sifting through VR zones ignoring all the lv 1-15 food items...which is like everything aside from the rare drops.

Yeah it doesn't say they will be making items with both in there, just that the effects from food and drinks will stack.

    yeah that's what I meant

I hope they get right the ingredients, as well as how they drop, so that provisioning isn't so brutal on space, as well as annoyance regarding what drops where.
