Cost reduction Jewellery/Glyphs – Will it Stack?

Could someone please tell me if the ‘Cost Reduction’ Jewellery and associated Glyphs actually work? If it does actually work will 2 of the same ie; ‘Reduce Cost of Stamina Ability Rings’ actually stack effects, so reduce cost by 15 x 2 = total cost reduction of 30.
It’s easy to measure additive enhancements like increase Stamina or Health by ‘X’ as you can easily see that, but not sure about measuring the cost reduction, maybe MOD/Addon?

Although you probably won't get stated cost reduction, because their effects are discounted by passive cost reductions.0
