I suggest calling tech support for ESO. Hopefully they'll be able to get you going sooner then other avenues.

There's a phone link. You put in your number and they'll call you back when it's your turn. When I had a problem I didn't have to wait that long and they were awesome. Most pleasant tech support call I've ever had.
For the record, I solved the problem by uninstalling Bitdefender 2015 and re-installing the older 2014 version. Bitdefender 2015 also made my Lord of the Rings Online unplayable and I read a forum post where someone said it made WOW unplayable. So beware of Bitdefender 2015 virus protection. I'll choose someone else once my time runs out.
