Is this the new Vet Dungeon being released in Cyrodill?... or am I mistaken?

Where did you hear about that achievement? If it's already in the game, you should be able to click on it and see what has to be completed to earn it. If you're seeing it because of a dye at one of the stations, you can right click on the dye and get the option to see the achievement.

its in game, however all it says is to kill 3 bosses lol, i cant find anything else on it

LOL. During QC, the devs mentioned that Vet CoA is coming next. It's gonna be in Patch5, I think.

The White Gold Tower achievement is for Vet City of Ash which is not live yet (but the achievement is) The achievement list gets fixed in tomorrows patch, so we might see this achievement hidden again.
