Skill/Ability Bar Auto-Hide Question

How can I turn the auto-hide off on the skill/ability bar? I would like to always be able to see it. If there isn't a way normally is there an addon that will do it?

Settings > Interface > Ability Bar [always show]

Also, on that topic, I really wish the auto hide would make them show briefly when I swap weapons.

Another suggestion. When hitting the key to switch to cursor mode (default ".") have the ability bar show if you move your mouse over it.
