yeah, when i logged in and went into sneak mode, i was all WTF, sadly i think its a bug as it also eats your stam, same as it would sprinting. I burn through more stam sneaking than racing friends on their mounts...

If you are "hidden", you can use Shadow Cloak (and morfs) and you will still have the set speed bonus, even when the skill runs out, but once you get "detected", you will loose the set bonus and using Shadow Cloak wont give the speed back.
In other words, once you engage in combat, get detected by someone or use a skill that takes you off the "hidden" status, the set bonus speed is gone.
