M'aiq available (Coldharbour) after 1.3.3?

Anyone confirm/deny this? I know it's not in the patch notes hence he might not be available, but they did mention they're working on 'broken' achievements with the 1.3 update (many has been fixed definitely), so I'm curious if M'aiq is showing up now.

I've found M'aiq before 1.3, so he wasn't broken to begin with.
