Even thou it was announced, it was not included into patch notes.
Ultimate abilitys are now scale with what ever damage you have the most.
This means, that if you have more weapon damage then spell damage, your ultimate damage will depends on weapon damage AND Stamina instead of Magicka.
However, i can forsee a major issue with that.
Since natural spell damage were nerfed quite bit, it is now almost impossible to have more spell damage then weapon damage, since all staves give weapon damage (which is 141 on VR12 crafted staff with Legendary quality) unless you wear alot of spell damage buffing gear or you dont upgrade your staff to Legendary quality.
