Noob question about weapon proc

I looked online but I must be the only one not knowing what weapon proc is and it's mechanics.
The only explanation I found on the Foundry was directed to people already knowing about proc. is it the enchantment effect?

JessieColt✭✭✭✭A "Proc" is the special procedure that happens outside of the base.
So if an armor set has a 10% chance to create a Damage Shield when your health is below xxx%, if a damage shield shows up, then it "proc'd" (procked).

✭✭Silver Bolts still has a bug where it will proc, and I hear the sound that it always makes when it procs, but there is no proc animation and the mob doesn't disintegrate and it gets right back up and keeps fighting me.0
