Confused about being able to take Scrolls?

Hey all, so despite all time I put into playing ESO (Mainly PVE) I have recently today found out there are rules in place that allow/don't allow your faction to take Scrolls from other Factions...
So for example, owning two of your own Scrolls before you can take the other factions scrolls or something like this?

As I said I don't understand it fully? Could someone please explain in detail how the scroll system works?

Saw a lot of that early on in Cyrodiil. A group would go out and steal a scroll which offered the least amount of resistance without having both of their own scrolls first.

It's funny to watch them fap around after finding out they can't put it down. Yes, you need your own scrolls back first before you think of stealing others.

Ah okay, so what if say AD had all Scrolls? If the others don't have their own two can how can they take others? Or can they always take back their own even if they have none?

In order to pick up an opposing scroll, your matching scroll must be resting in your temple. The scrolls are all colour coded on the map; the "knobs" on the ends of the scrolls are the faction (yellow for AD, red for EP, blue for DC), and the "paper" in the body of the scroll are the type. The two types are offensive (orange) and defensive (blue).

In order to pick up an EP-owned defensive scroll (red handles, blue paper), you would need to already own your own blue-paper defensive scroll.
