Problems in ESO PvP are not related to your CPU, GPU, Network (unless they are really underpowered; yours are not).
The main problems are Server Side and with the fundamental code. No amount of Client side hardware is going to fix it.
There is a fundamental non-functionality level of ESO PvP, and it only can get worse from there.
