Is tempest island quest broken?

Hey all, I went into tempest island and there was no quest showing. We cleared the whole thing but didn't quest a quest completion or anything like that. Is it broken?
Volenfell also had issues with the NPC not being visible but you could get quest completion just by defeating all the bosses

elwhy✭✭✭Yea, the quest is on the beach while the wayshrine is closer to a door that leads to a mini boss. You prob didn't get the quest cuz you went forward from the wayshrine, which makes sense, and Zenimax doesn't do things normal.0
