Level up - delay is needed.

I have discovered that in completing the Quests and with Exploring etc. you level to a higher range of tasks and different area (e.g. from Glenumbra Stormhaven)before everything at the Level range for the tasks is done.

Zenimax have obviously realised that because Ultimate Abilities do not build when completing a task/quest that is lower than your level range.

As I see it, that spoils the quests as they are not played as originally intended.

It would be good if a player could delay levelling i.e. although it is already possible to save using the attribute and skill points gained. The level increases and that causes the Ultimate Ability nerf. and higher level quests start.

Therefore in my opinion the Level should not be raised until the attribute and skill point gained is used.

I think you have to be less than 5 levels over the area to get Ultimate, or close to that.

It would be easier if they just gave us some Ultimate when playing an area that is below our level. Does not have to be at the same rate as at level areas. But, this has hit me too when doing a public dungeon that I skipped because I could not find any groups or PUGs the first time, and had to come back later. It certainly has an impact for those who ignore the MQ or a Faction quest line until a higher level. True, I should be able to handle things better at a higher level, but Bosses be Bosses.
Enjoy the game, life is what you really want to be worried about.

I've raised several characters to VR levels, and all suffered through grey quests and killing mobs which granted no experience, ultimate points and/or drops along the way. I'm just following the PVE story line and doing the quests as intended. At the mid-40's many quests go grey, and the first part of Coldharbour is no better when you finish up the 40's zone and progress.

The experience you get from PVE questing doesn't appear to have been added up by the developers very well, and the 40-50 zones could use a very discerning second look if the game balance is important to them.

It seems to be highly dependent on how you play. I finished Rivenspire (DC Zone 3) at Level 34, whereas a guy I met yesterday had just finished that zone at Level 28. The "intended" level to finish Rivenspire at is 30.

The game is easy. It was harder and I deal with that by being 4 levels or so below the local content. Works for me.

My silly Vampire Witch just discovered she is generating ultimate at an insane rate in Coldharbor. I did a test and 1 Dremora, medium sized, killed lightly with Drain generates about 30% of what she needs for Bat Swarm. We went a little crazy for a while. Good thing they all respawn. ;)

This is part of why the game seems so incredibly easy to me. I am not wired to ever "skip" content, no matter what. So, inevitably, my characters are always roughly 5-6 levels higher than the quests they are working on, which means everything is pretty much a cakewalk.

Many of the other MMO's I have played have the ability to either turn off XP gain or slow it down so that those players who very much like questing and completing zones while level appropriate can do so.

I have not used such an ability (yet) last time I was leveling a new character though WOW I was severely tempted.

I hope such a feature could be added to this game as time permits and more serious/game breaking items have been crossed off the master 'to do' list.

The only possible down side I have ever read to such an ability is that in games with arena style PVP it can allow players to leave a character at a specific level (29 or the top of whatever bracket) and really twink them out -- since everyone has the ability to also do the same not a huge deal.
