XP for skills on bars

How does XP gain get distributed among the skills that I have on my two action bars? Is it even for both bars, or is XP only for the weapon set that I have active when the XP is gained?

✭Only the one you have active. I normally make sure my alt bar has only skills/ ultimates I want to level and switch to that when turning in quests.0
