People toss the phrase "Carebear" around all the time. It seems we have become that way about vampires and werewolves. Even the 1970's Dracula, while being all about sex, was still an evil bad guy. The past decade or two, though, we have decided to treat everything "evil" as just being misunderstood and really warm and fuzzy. My opinion is if you want to be a traditionally evil kind of character you should really suffer for it. Somebody sees you are a vampire, werewolf, assassin, etc., everybody in town breaks out the torches and pitchforks and hunts you down. Or, within game mechanics, you get big bounties.
Pretty sure, whether or not you kill them, feeding on somebody that doesn't want to be fed on would constitute assault, and should accrue some sort of penalty/bounty.
You could also make the penalty contextual, eg. torches and pitchforks in Rivenspire (see crazy Jesus lady who wants to burn her own sister), or less so in Eastmarch, where vampires are well entrenched with their gated community, blood bank, and private vamp on vamp vendettas.
I'm wholly in agreement with this post. If you're a werewolf people can't tell unless you transform, but if you transform in a town you're going to get noticed and get a bounty. In other TES games you can sneakily feed on friendly sleeping NPCs, and I would like a similar mechanic here. No one sleeps in the 2nd eraso being able to sneak, feed, and then stealth away would be a nice mechanic, especially if there was the chance that you could do it sloppy and get caught and get a bounty.
Also, your werewolf comment brings up a great point! I would actually like to see stage 4 vampires getting a bounty in town as well. I know the Dawnguard DLC set the precedent for not having stage 4 matter, but I like the previous mechanic that TES games had. If you are starved and monstrous, people noticed and attacked. Makes stages more meaningful, forces you to feed if you want to go into town (if you usually stay at stage 4), etc. Immersion! BTW, I'm requesting this as a vampire.

Agree, but if you can successfully feed from sneak, and then cloak away before they recover from being stunned, could you avoid the penalty/bounty?

While TES vampires borrow some mechanics from RL vampires (okay, RL vampire myths, I know there aren't RL vampires), remember they are TES vampires and have a lot of unique features also. No stakes, garlic, holy water, crosses (or other religious symbols), etc. For this reason, I try not to compare them to any RL vampire movies or stories. And as we know from NPC vampires that we meet and may even help, they don't have to be evil per say, they just need to know how to manage their cravings. And also, we know from lore that well fed vampires are able to blend in with society (and is one of the rules of the Cyrodiil Vampyrum Order). If you are stage 4 though? Totally agree! Torches and pitchforks!

I agree with this with regards to social aspects of vampirism. If you're phase 1 no NPCs attack. Phase 2, only certain NPCs recognize it, Phase 3 even more, and phase 4 being recognized by everybody. That would be ideal to me.

OK, so between all of the stages, if the justice system kicks in at stage 4 only you'd get 3.5 hours between feedings when you were safe from being attacked (assuming you don't do anything else that sets off the justice system). You feed so that you're not at stage 4 before going to a town. Vampires are supposed to feed every so often, after all.I'm no vamp. I'm all for bounty and townfolks peeing their pants when they see a stage 4 vamp or a WW in town. But on a vamp perspective, how will you access the bank and other utilities at all? Erm...
That would suck for a full RP vampire, wouldn't it?

Yes I can gather that but losing the benefit of stage 4 for the sake of being able to to deposit stuff might not be to the taste of everyone.
