Question about skill use and exp gain

My question is two-fold.
First part: Is it possible to grind on lower lev mobs and keep using the skills im trying to level up or do i need to fight mobs that are around my own lvl?
Second part: Is ther a limit to how much i can level up a skill per character level or is it possible to be around level 10-15 and have maxed out destro staff?

    1. You stop earning XP on any enemies that are >5 levels below you. You will also not get loot (except leather) from those kills.
    2. You could theoretically hit level 50 in a skill line that isn't tied to character level (like Destruction Staff) by level 10-15, but practically, this is impossible. In order to get the skill line XP needed to level Destruction Staff to 50, your character would have to be approaching level 50 themselves.

    and i think the exp stops on enemies 5 levels above you as well

    ESO is not like other Elder Scroll games where using the ability levels it. Your abilities gain experience from kills the same way you do as long as they're on your active bar at the time.
    Therefore as the other guys have said, if you're 5 or more levels above the enemies you are fighting you, and therefore your skill, will not be gaining experience.

    Adding to Unholy's statement, if you turn in a quest with an ability slotted, that ability will increase based on the quest turn in experience. So basically, as long as you are earning XP/VP your slotted skills are increasing. This is important to note if you max something out that you are not really using...you should swap it out for a secondary skill that needs improvement.

    Armor experience is the same, but you will gain more xp for an armor type if you wear more pieces of that armor type. Likewise weapon skills increase when holding a weapon type in the active slot (secondary skills and weapons do not increase when 'parked')

    Fighters guild level (not skills) increases with killing daedra and undead.
    Mage guild level (not skills) increases by reading lore books.
    Soul magic increases as you progress through the main storyline.
