This is just an idea I pondered while out fishing around Tamriel.
Structure fishing ranks from 0-10, and much like undaunted you gain ranks only by completing fishing achievements.

(Ranks) "Skill" (Levels) Description
(1-4-6) "Fishing Poles" (1-2-3) Increases chance of rare fish catch in 5% increments to 15% max.
(2-7) "Tackle Box" (1-2) Allows the use of Lures and Advanced Lures.
(3-5-9) "Fish Finder" (1-2-3) Ranks 1 & 2 gives a visual signal when a fishing spot is within 30 & 45 meters. Rank 3 allows you to spot and fish special fishing holes.
( 8 ) "Flotation Device" (1) Grants access to buy a personal flotation device
from special NPC's. Required to get to some Rank 3 fishing holes.
(10) "Deep Sea Expeditions" (1) Grants access to Deep Sea Fishing Expeditions.
Make the passives unlock automatically as you achieve the rank required. As no skill points are used to progress more people would be inclined to fish.
Once you reach rank 2 and unlock "tackle box 1" all bait and lures will automatically be stored in your tackle box. Fishing tackle only taking up 1 inventory slot would be very awesome. Tackle Box rank 2 would be used for your deep sea lures and bait.
Rank 3 fishing holes would have a chance to catch epic(purple) and legendary (gold) grade fish per zone. These special fishing spots found throughout Tamriel can only be accessed by using a personal flotation device. You can also only see these rare fishing holes once you reach rank 9 and unlock "fish finder" rank 3.
Deep Sea Fishing Expeditions, well it sorta says it all
By unlocking the 10th and final rank in fishing you gain access to special NPC's that will take you out into the open ocean for some real fun fishing where you might be able to catch more then just fish!
As a bonus for ranking up you also gain access to special Costumes that can be purchased with all those normal fish you caught. Oh yes I did! use the common fish as currency for these costumes

grimjim398✭✭✭Some of these ideas are nice but I think we've gotten all from fishing we're going to get until the game gets a bit more mature. There's already a lot the devs have going on. I like the fishing too, though, and I really like the tackle box idea.

What they should do is make some of the fish provisioning ingredients (not sure if they do already as I haven't found any recipe that has them in it).
Also, fishing is broke!! I caught 3 achievement fish in Bleakrock one right after the other once and never got the achievement. From that point on I give my bait to guildies.0 -
Xorpion✭to my knowledge only 4 areas for fishing are broken atm, bleakrock, stos m'kai, khenarthi's roost and cyrodiil. usually in zones that only have 3 of the 4 water types the 2 green and blue rares for the 4th water type are divided among the other 3. in the case of cyrodiil ocean fish dont exist, at all.0

I think they should simply widen the scope of different fishes and baits, even the mechanics of how you reel them in, abit like lock picking, when you get a catch you have to move the pole in certain ways to reel it in, and have competitions atleast a few aday in different areas that last 30mins or so, rewards for this such as fishing gear,poles, outfits, and even a little fishing camp that you can just put int the quickslot, like a forward camp kinda but a little fishing camp would consist of fishing chair, camp fire, campbed and latern, maybe umbrella for when its stormy, mount rewards, fishing style clothing motif ect..0
