This has nothing to do with botching a character, you simply want to transfer fully leveled horses from your high ranking, older toons, to your newer toons.

So you didn't notice pretty early on that Orc was picked and not Bosmer?
Aside from it being confirmed that re-spec costs will be dramatically reduced (and too, you can't have 420 skill points to be required to pay 42k anyway)...How do you botch a character to the point where you feel you must delete it? You do know that you can respec everything, right?

If you're at a level where your respec is anywhere near costing 20-30k, you'd be crazy to just delete the toon and start over. Losing the horse would be the least of your worries.

The concept I was thinking but hadn't conveyed was that one could play a character for a bit and discover that the racial traits were not working out the way one had hoped.
I agree with you that being annoyed at making the race wrong because of stupidity was a trivial and poor example.
