Question for ZOS Regarding Skill Execution

I have a question I hope someone at ZOS can answer for me. It's a simple one, I think.
How many times do I need to press one of the skill activation keys such as 1, 2, 3, 4, 5 and R before the skill will actually execute? I was under the assumption that pressing the key a single time would be sufficient to execute the skill. Silly me as that is obviously not the correct answer, especially in Cyrodiil. I can press a skill key several times and it won't activate at all despite having plenty of Magicka and Stamina and the skill is highlighted/selectable.
So what is the magic number? 2? 3? 4? More? I am having a very difficult time determining this number while in Cyrodiil and it would really help my gameplay if I knew the exact number here, even if it was something bizarre like 17.

✭I'm learning not to spam my abilities. Many of them won't overwrite the animation before it, and thus when I hit an ability button twice, it will wait for the current animation to finish, and then try to do that ability twice (often skipping the desired benefit of the skill and costing me double resources).
When I act more deliberate and simply spam light attacks and blocks, my combat is smoother and less confusing. But that's just my experience. May not be what you are running into.Ruze Aulus. Mayor of Dhalmora. Archer, hunter, assassin. Nightblade.

He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.
He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.
This is an multiplayer game. I should be able to log in, join a dungeon, join a battleground, queue for a dolmen or world boss or delve, teleport in, play for 20 minutes, and not worry about getting kicked, failing to join, having perfect voice coms, or being unable to complete content because someone's lagging behind. Group Finder and matchmaking is broken. Take a note from Destiny and build a system that allows from drop-in/drop-out functionality and quick play.0 -

I agree about the weapon swapping. I notice it being less than responsive sometimes, not always, but usually in Cyrodiil.

A brief guide on how to use a skill.
1.Press key, some naive entitled folks beleive der skills should fire now! this is not the case sparky!
2. release!!! your abilities will now fire!
3. If you repeat step 1 at this point or are in a large hardware intensive battle your computer may get confused and think you never released the key! in which case you should repeat step 2!
If this remains a problem for you set up a macro for 0.3-0.7 second pause after your ability keystrokes.

Really. That explains why I have to hammer my Drain key for my Vampire. I figured as it's a 4 sec stun and drain, I had to keep it pushed down.
