The importance of customizing your character can’t be overstated.

So important that you charge us extra money to unlock a race
Watching a character come together is something we love, too, and it goes far beyond just creating it in ESO.

You must also love putting a price on a race...
You keep making choices that shape your character’s identity as you play—what skills will you use? What racial styles do you like the most?

Yet I don't have the choice to choose the Imperial race unless I pay extra. What skills will I use? Certainly not the Imperial passives, unless of course I pay extra.
There are already many ways to develop your ESO character, but we know there’s always room for more expression.

And another way is to pay extra for the Imperial race. And yes there's always more room for expression, such as paying extra to unlock the Imperial race!

You haven't negated anything that you quoted. Customising characters, making choices for them, developing them as you play, none of this has anything to do with your starting race.

I could maybe understand players being a tad disgruntled if Imperials were the only human race available, but you have two others to choose from.

Gods forbid a company tries to make money back on the very heavy development costs incurred. Some of you need a dose of reality.

It isn't an 'excuse'. Since when does a for-profit company need an excuse to make a profit?
