I was wondering if the bounties would follow you from each zone. So if you commit a crime in the Daggerfall area, would the bounty then follow you into the Ebonheart or Dominion zones.Since is the bounties do not, I can imagine that if a person does not like a certain faction, they will kill all the npcs they can in the one and just move into the other areas.

i believe it will be the same system as in Skyrim, bounty tracked by hold/region, so if someone has a bounty in Glenumbra, they will not have a bounty in Stormhaven or Rivenspire, unless it's a very high bounty and them you become a famous criminous
