Your essentially asking them to confirm patch notes months in advance, just so you can feel better making gear.
It's never going to happen, for small patches they don't even confirm till it's live.
This is an MMO, it's subject to change, you know this. It's up to you if you want to gamble and make the gear. All gear gets replaced eventually, roll those dice and take your chance, or don't.
Just don't expect the devs to radically change how they convey upcoming changes, just to put your mind at ease.

I have a 3 piece Willows Path set upgraded to Yellow.
I have a 5 piece Twilight's Embrace set upgraded to Purple.
Both of these sets will no longer have benefit to me after the update.
I don't mind replacing them with newly crafted and upgraded sets.

Check patch notes 1.3.1. You will find this response to be invalid.

I think you're confused. I guarantee this player was using this setup for the 10% bonus to spell crit, now that will be changed as Willow's Path will be aimed more at stat regen while Twilight's Path seems to be more of a tank or self-healing build oriented set, so they will have to find other sets to use as a caster. Not sure what you saw as invalid about his point because it is 100% valid.
I think it is safe to say a majority of players (casters) were most likely using the 3 warlock, 3 willow's, 5 twilight setup, which will not be viable once this patch hits. Even though change like this is expected, I doubt another one of this magnitude is going to happen. Even if they decide to change the way certain stats work at some point, it most likely won't be for quite a while or won't be a change that would require total reconfiguration of gear (at least you would hope). So I say, upgrade the hell out of that gear when you can, even if it only gives you a few months of usage, this is an mmo so those mats will find a way into your inventory again. Or you can always get rich and buy them

So I just saw the plans for set bonuses to be changed to have 2, 3, 4, and 5 pieces bonuses.... and overall it looks like a great change. Not only are all the 5 piece bonuses better than they used to be(some were pretty awful), but now it will be possible to mix and match stats that you desire.
This brings up a big issue for me though. It takes a lot of resources to make a legendary set of armor. If you are planning to make such huge changes to set bonuses, a lot of people who crafted these sets already will be screwed.
Understandably, changes happen in MMOs,. but this leads me to a concern I have... I am basically scared now to craft anything at all...
I plan on crafting a full set of gear tailored to my Nightblade who uses "melee" class abilities. What this means is that I need to gear for weapon crit, but spell damage... well lets say I craft my legendary set of gear that I have been saving mats for all these months, and then you announce in 1.4 or whatever that now melee class abilities will use weapon damage as well as weapon crit? I would be very irritated.
I guess what I am trying to ask is are there any other big changes planned for the near future? I want to avoid wasting so many mats on a gear set that could be made useless by big changes to stats or set bonuses in the future.

Did you actually read the notes? They are changing those sets again before the patch hits. OK you still lose 2% crit but there are other things to be gained.
Twilight’s Embrace: Updated the set piece bonuses on this set:
3 piece bonus: Increases Spell Critical by 4%
4 piece bonus: Increases spell power
Willow’s Path: Updated the set piece bonuses on this set:
2 piece bonus: Increases maximum magicka
3 piece bonus: Increases Spell Critical by 4%
4 piece bonus: Increases health regeneration
