Is the Eltheric Grouper catchable at this time?

I've run through 4 stacks of worms in the last few days and fished every spot in Stros M'Kai I can find. Is it bugged or am I on the worse run of luck I've ever had?

I've never been able to catch it myself and have tried to find the same information you're looking for. The best answer I managed to dig up was that people were catching it, extremely rarely, but the achievement never counted for it.
