The challenge in questing it would seem. Plus if your grouping for grinds why not tackle some dungeons.

As someone who finished all but 2 of the quests (Excepting like 1 that is broken for me) I was lucky to get vr10 by the end of Cadwell's Gold. You obviously haven't actually maxed level at vr, you pretty much do have to grind if you want to get to vr12.

at vr10, thief gives 36k exp every kill once per 20 seconds, no dungeon will match that.

OP, how is it broken? Just the 20 min not spawning thing? People I took there weren't getting much exp earlier. I was wondering if it was nerfed.

Lol at your assumption I've been capped since about 3 days after crag dropped. I ran the dailies like shadas and vet dungeons as well as most of the crag main quest. I then found a group and went achievement hunting got all the shards and dolmens I'd missed mostly cyrodill ones.literally 3 days of running vet content and questing on crag and cyrodill and was there.
No need to get touchy either sure grind if you want but my opinion is that because I didn't it may have taken an extra day to get those last two levels but I got achievements that mean I will have dyes now and skill points . Plus and this was my main reason I wasn't bored standing in one dungeon exp farming.
