You are correct most PvP'ers don't wear heavy, and certainly no good PvP'er wears heavy. It's a shame the armor is so inbalanced there is no viable option to wear heavy and do well in PvP. So most dps builds wear light and some NB's wear medium.
With that said, I agree witht the poster above who said, "you are not pathetically weak in heavy armour, just at a disadvantage". But no PvP'er worth his salt wants to be at a disadvantage hence heavy sucks for PvP.

I've been in favor of this since beta. It is situational, yes, currently in more cases light armor will be better because it has the best protection against most the damage in the game (magic). But....
Light Armor users are vulnerable to Bow. With 2 second snipe now they do alot of damage to people with low armor factor. A Sneak attack snipe will take light armor users below half life. Light armor users will get 3 or even killed by 2 shots. this can happen in 4 seconds.
Light Armor is also very vulnerbale to NBs. ALL the melee NB abilities are based off of the targets armor factor (even tho they are magika abilities)
As a NB, Light Armor users are usually much easier to kill than heavy armor users. My toughest fights are against heavy Armor DKs and Templars.
Also as a NB you should not wear light armor unless you are a caster spec. Your melee NB abilities are all based off of weapon crit. Enchanting 1 ring with +magic resist will gives you the magic resist of light armor

Honestly I don't find it to be that bad although it is underpowered but yeah most abilities are magic based until they fix the weapon skill lines, when those go back to more useable in PvP then things will change.
