~90% Magicka/Stamina Drain? Check the video!

EDIT: Seems it is caused by server lag
As the title asks, has any class such Magicka/Stamina drain? it just happened a couple minutes ago in cyrodiil. Luckily i was testing a recording software at that moment so i was able to record it.
I have 100 % life/stamina/magicka and suddenly while i got attacked it were drained to almost 0%. It is not an UI error/bug because i hammered the button for Vampire Mist and was not able to cast it.
