Can't lower graphic settings

Hello i been having this problem for a week. Was on here for game not getting past the load screen before character selection and i thought it was a connection issue but i was wrong. To the point every time i change texture shadow water reflect quality it wont load and if i do it in game it wont load when it reloads.

Things i have tried

-updating graphic card
-repair install
-fully reinstall
-running as a admin
-a clean boot (that was asked last week by customer support)


Its on high and that works fine for every places but cyrodiil

    You can lower the settings by modifying a file located in your ESO folder.

    Just look for the file "UserSettings" it should be located in your documents folder in the directory "Elder Scrolls Online / LiveEU". (If on EU)

    You can also remove the file (UserSettings.) and the game will create a new one for you. Maybe its just corrupt (Settings files are not deleted if you reinstall the game me thinks)

    Hmm when did they contact customer support? i would think you would get a notification here saying they did so you don't do it your self

    Hmm I think the person helping me get a hold of customer support is most likely not on so can another forum admin help me?

    Same stuff here, Go to the Live folder, delete the sahdercache file, then keep logging in, and after 30sec on loading screen alt+f4 and repeat. Sooner or later you will log in. To me for some reason the making on that file get stuck. With every launhc the file gets a bit bigger and as soon as its done you can login. (For me its like 4 to 10 times to repeat this process. i am having this issue from the start.)
