To me, it sounds anywhere from "irrrelevant" (if the bounties or chances of getting caught are low) to "obnoxious" (if neither of those is the case). I have zero interest in active world PvP, and if that were to become a regular occurrence for me, I'll play something else. I've done some PvP in Cyrodiil, but I'd rather keep it there.
Fairly sure your only options if your bounty is too high is to fight or flee. Don't get caught stealing and don't kill innocent NPCs and you won't have to worry about getting caught up in pvp.

If this is the typical player that Zenimax wants to keep, then they will lose this subscriber. It is looking more and more that my money isn't as good as the PVP players. Time to take it somewhere else.

I wholeheartedly support any increase in opportunity for open world PvP. Nobody likes being ganked. I know I don't. What I like more than that though is the drama and challenge open world pvp provides. We should have to deal with "player bandits" and bounty hunters. It just makes the game more exciting and raises the bar on the skills we have to develop as players.
There may have to be some changes and tweaks to be fair. Lessen effectiveness of some stun locks and perhaps make horses faster and more effectively avoid throwing their riders. Perhaps some tweaks to stamina use to allow more speed and dodging to provide incentives for actual investment of skill points in Stamina etc. Anyway you get the idea.

It would be weird to make it on the up and up if you are not sneaking, but make it theft if you are. Why would I ever steal things from a container when I could just loot it regularly.
It will make provisioning ingredients more valuable, which will be nice. Just be careful no one is watching when you loot containers or that you are not in a town etc, and you should have no problem.

Having PVP in the non-Cyrodil locations - as long as its consentual - could work. But if Zeni plans to go down the EVE-Online road, they're going to lose subs, plain and simple.

Personally, they should leave PVP in Cyrodil - the way it was designed to be. But for those of us not interested in PVP, if we decide not to steal, nor to become a 'guard', then we should be able to continue playing the game as we are now.

Also, you do realize you get 2 skillpoints for doing the tutorial in cyrodiil (or just skipping it, too, you just have to complete the quest.)
Don't steal and don't kill innocent NPCs and you won't have to worry about getting caught up in PVP. Plain and simple...
