Do skills increase in power/effect as they level up, before they're morphed?

Just something I'm curious about and have never bothered checking (and current can't, at work), do skills/abilities increase in power or effect as they level up? I'm not talking about morphs mind you, but will say, Dual-Strike do more damage at level 4 compared to level 1?
