Possible pvp/pve balance fix?

my view on 2 currently OP skills that need change:
1) Dragonknights reflect need to be changed to ''reflect 1 projectile each second of duration'' , skill would maintain it awesome 1 vs 1 and tanking skill, but would stop being OP mass pvp skill.
2) Sorcerers critical surge is insane OP pve and quite badass pvp, it should also be limited to 1 heal per second or 1 hit from aoe, not all of them( compare this skill to NB skill leeching strikes which heals lot less, costs 22% attack power instead of giving weapon damage) this skill allows sorcerers to use Spell symetry(exchange Hp for magicka+cost reduction&20% spell damage increase on next spell) every few seconds therefore making their magicka limitless.

NO resource should be infinite without significant cost!

    As long as the PVP and PVE world exists in a single game, there will NEVER be a "Balance" that both sides will be happy with.

    If they fix for PVE, the PVP will complain.
    If they fix for PVP, the PVE will complain.

    Firstly, this skill should be fixed. It need to stop draining resources for each reflected spell.

    Secondly, this isn't op, this is just good because everyone use light armor and sticks. If everyone throw at you fireballs, of course the best way is to use reflect scale. They need to make stamina builds viable. If more players switch to medium armor + melee build, this skill won't be that good vs mass.

    Do you realize that Spell Symetry don't let you heal yourself for 4 next seconds? If someone use spell symetry, crit surge is useless because it can't heal for 4 seconds.

    You should consider more factors and think more about everything.

    post was mainly about crit surge being OP on pve- any sorc can just charge into mass of mobs and faceroll them without any problem whatsoever(99.99% cases) the more, the merrier. thats solo play.
    still spell symetry allows you to recharge most of your magicka on expense of hp and then( after those few sec no self heal) charge into mobs instantly healing you to full in 1-2 aoe.
    anyway i think 65% of critical damage return as heal is insane

    Add 50 weapon damage buff to healing effect and this skill is crazy. One morph basically change everything in this skill. In my opinion this skill should slightly heal and help survive. Now it's main selfhealing spell.

    Scales is bugged. It cost us the base cost plus the cost of every spell+bow shot we reflect. It's only spammable for those wearing light armour with great magicka regen. The rest of us end up with depleted resources and become open targets.

    Note: I've only noticed this bug in Cyrodiil against other players. When in PvE it doesn't seem to happen to me, not nearly as often.

    Crit Surge is trash trash trash. Doesn't work when targets have impenetrable traits. Only milkdrinkers PvP without impenetrable traits. They will die in seconds anyway, so pretty irrelevant. Point is, you get very little healing from Crit Surge these days.

    Don't know what this has to do with Spell Symmetry either. Sorcerers use Spell Symmetry for competitive dps in trials, like the rest of us. Not so much in PvP.
    They have their own class skill to get magicka, they don't have to sacrifice bloody 750 health in PvP to cast skills (unlike my poor Templar).

    Scales is thankfully bugged. If it worked accordingly I would nerdrage over DK's to.
