Taking items from crates etc. will be stealing? umm what about cooking mats??

So taking items from crates and such will be stealing when the justice system comes into effect. Since 99% of cooking mats come from said containers will we have to be thieves to level provisioning? Did anyone happen to mention that to the devs?

Not every single crate will be owned by an npc privately, thus will not be considered stealing territory.

I'm sure the bandits in the cave hideout you're raiding for beef already have you on their kill on sight list. No one else will know, so steal away.

Yeah.. the only difference is that you won't be able to just run around town pillaging the shops and taverns and market.

You can still loot all the sacks and crates out in the world and in dungeons.

Cool. Didn't even think of the dungeon containers. Kind of a relief actually that I won't have to pillage the towns every time I go in one..cause that's just how I am

i hope that everything i houses and city will be stealing beside guild if u are member and maybe npc if u have done quest for them, only trade skill that need container is provisioning actually and they could just add more stuff to the grocer so there is a legal way to get items

anyway the provisioning mats will be reduced and provisioning will change how it works probably so this will be a reduced issue, will not have 100 different ingredient anymore hopefully

Containers in dungeons and similar areas won't be flagged, and you'll be able to loot them freely. I'd imagine it'd be the same for, say, containers at resources in Cyrodiil (which are a great place to get mats currently, by the way.)
There are currently grocer NPC vendors that you can buy materials from.
You could always just buy the hot materials from another player.

You will still be able to loot containers in the normal way, so nothing has changed as far as taking things for free goes. To get involved in the justice system you will need to be sneaking when you loot the container, and that will change the action from "search" to "steal".

Justice System: You can take items from crates etc as normal but instead now you are stealing items. Items will have value if they are stolen. To steal something, you need to be hidden.
