They must push the solo PVE zone hard that's a given. Right now they only released raid or dungeon content, so that Casuals need to get something too. The demands for solo PVE at max level is big and as longer they wait as bigger it will get, as more and more Casuals reach VR 10 and are then stuck.

It is an MMO. Casuals can also group and quest in Craglorn. It is not that hard...
Or run some VR dungeons with "casuals" - if you finish all 6 once you should be halfway to vr11.
I have to say looking at their timetable and content plans, I probably won't keep my subscription when it expires here in a few weeks. I will have pretty much consumed all of the solo PvE content.
Grouping and PvP aren't really options for me and they look like that is where they are focusing for the foreseeable future.

Well, without getting into too much detail. My life revolves around monitoring and caring for a person with a traumatic brain injury. This puts me in a situation of having a LOT of time for gaming, but not a minute of 'free time'.
I can be called upon at any instance to assist them going to the bathroom, or changing the channel, or preventing a seizure. So at any given moment I might have to walk away from the game, even if that means in the middle of a battle. I might be away from the game for 10-15 minutes or more at a stretch.
This doesn't typically work well in groups. I have a couple friends who understand my situation and we do group together frequently. However, they also understand and accept that requirements of my priorities. I certainly am not going to explain this all in detail every time a group needs to be formed.
Most of my games I play with a pause button. Certain MMOs like ESO, and SWTOR do offer up enough solo only content that I can also enjoy without burdening fellow players with my circumstances.
Dragon Star Arena should be in update 4.
Paul Sage said he expects phase 2 of the vet changes to be in around update 4, so update 4 or 5 hopefully, update 3 is approx 2 weeks away so update 4 is only about 8 weeks away.
Paul also said
"we've got new sets coming out, we're going to more aggressively populate some of the bosses to where there's a lot of reason to go out and kill different bosses for different set pieces and loot, I think the itemisation plan that the team has been working on is pretty solid, especially coming out around update 4"
The lowered respec cost comes out in update 3.

The guilds I have been in both I this game and my previous mmo would be very understanding and very accommodating of your circumstances and be happy to group,
