Wood Elf Racial Skill - Stealthy

I am confused with the wood elf racial skill stealthy.
The passive skill is described like this:
Stealthy - Decrease stealth radius by 1 meter. Increased damage done while stealth by 3%.
Is this racial skill beneficial for stealth build NBs considering that it reduces stealth radius? Other posts described it as beneficial because it improves stealth. I'm just confused with how come it is beneficial considering that it reduces stealth radius and not improve it.
Any help would be much appreciated.

murtugo✭✭✭I really appreciate the clarification. I stopped using my level 30 wood elf NB because of stealthy. I thought it is trading stealth for damage.
