Why isn't Cyrodiil the best place to grind levels?

Maybe they do. And maybe I am right. Whatever, totally follows from OP's post so in context I am most certainly spot on, so deal with it.
@babylonThe ideal game for pvpers yet needs to be made. It should just be a pit containing a bunch of pinatas that drop 999,999,999 gold, a ton of top level gear, and giving 999,999,999 xp a pop. No quests, no running around.

Great post IcyDeadPeople, very insightful. Confirms everything I assumed about leveling in Cyrodiil.
One thing tho, there is a tab for Cadwells journal in your journal. It gives a list of things you need to accomplish for the quest. It's kind of hidden, I didn't know about it either until I read about it on the forums.

This and all characters should be female, all armor clown suits, and let players hack each others computers through the client.

It sounds like you might have joined one of the empty campaigns. If you decide to give it another shot, I'd suggest trying Wabbajack. There are usually plenty of players everywhere and you can get into huge battles or small scale fights.
The players who popped up and killed you were just sneaking. When you sneak, you are invisible to the enemy faction as long as your reticle does not show "Detected" - every class can sneak in Cyrodiil, not just nightblades.

For some reason,I am unable to use a wayshrine to get back there.N & S Morrowind shrines show up,but it wont take me there.Nothing in Leaderboards either right now. If I can get back there I have around 4 thousand points to use up.Not a lot I am sure,but,..

To return, you can go to your alliance page (press L), and then select "Campaigns" and activate the campaign you want to enter from the list.
You can also right click on anyone in your friends list or guild roster who is in your faction and in Cyrodiil, and select travel to player, but it will take you to whichever campaign they are currently in.

ESO is my first MMO, so I'm not familiar with how other MMOs handle leveling through PVP. When I started on PTS last year, I approached the game more like a sort of Skyrim with co-op, focused on exploring the world, getting into the narrative and doing quests together with friends.
The first time visiting Cyrodiil was when we were asked to participate in the filming event at Chalman Keep, and I was impressed. It was like a massive medieval battleground sandbox, where anything could happen.
Gradually I began to participate more and more in PVP on the PTS and weekend betas, and by launch time, the game was more about killing enemy players in Cyrodiil for me.
1. Leveling through PVP is far too slow.
It took me 342 hours to reach vet 1 on my EP character, and 317 hours to reach vet 1 on my DC character. In contrast, I could have easily reached vet 1 in less than a week through PVE grinding. It took in the range of 150 more hours to reach vet 5, and then at that point I got tired of the slow pace of leveling in Cyrodiil (combined with slow frame rate issues), and just grinded from VR5 to VR12 in few days in PVE.
When I started on PTS, I had a very different approach to the game. Just as when I played the single player TES games, I never cared about leveling up, earning lots of gold or finding phat lootz. I was looking for an open world sandbox kind of experience, and I enjoyed playing through PVE dungeons at a much lower level than the enemies, when they were really challenging and you had to die many times to complete them. As a result my progress was very slow. I lagged far behind other Psijics who were focused on reaching level cap to compete in Cyrodiil as quickly as possible.
At launch, I was initially disappointed that the PVE dungeons were too easy on the live server compared to PTS, with so many higher level players killing everything. As I focused more on PVP, however, I eventually became one of those high level players doing exactly that.
I no longer do PVE dungeons with a goal of enjoying a challenging experience where you die multiple times and then finally succeed. Now at VR12 I went back to do lowbie PVE dungeons strictly for the skill points in order to be more competitive in PVP. I skip all PVE content as much as possible and only go back and do dungeons that reward skill points when they are easy enough to do quickly and get back to Cyrodiil. There is never going to be an NPC boss or veteran trial dungeon that can compare to the fun of fighting against other human players.
On the live server, playing from level 10 onward in Cyrodiil was a great way to improve my skills. Although it was rewarding when I found I was able to solo some VR12 players at level 30+, I was always at a disadvantage. This drove me to strive for being able to equip VR12 gold set gear and glyphs to try my hand at fighting some of the more skilled players on more equal footing. I began to care more about earning gold and leveling up quickly.
From chatting with other PVP participants, I've learned many others would also prefer to spend all their time in Cyrodiil, but feel it is far too slow to level up this way. At this point, Cyrodiil is the entire game for me, and I have no interest in PVE content. However, if I want to be competitive in PVP, I am obligated to do a lot of PVE quests and PVE grinding.
2. Cadwell's Silver quests require PVP focused players to spend too much time in PVE.
If you are primarily interested in PVP, you can skip all the PVE quests in your Alliance territory and reach vet rank by grinding or through player kills in Cyrodiil (which is much more fun, but too slow).
If you want to unlock the skyshards in the next alliance territory, you must exit Cyrodiil to complete a quest line in Coldharbour and defeat Molag Bal. At this point the second alliance territory is unlocked.
However, in order to unlock the skyshards in the third alliance territory, you must do all the Cadwell's Silver main story quests in every zone in the second alliance territory. It seems counterintuitive that I must spend so much time doing all the main story quests in the 2nd faction territory, when I skipped them for my home faction.
Many players would prefer to skip quests as much as possible so they can simply collect skyshards, grind and go back to PVP. Unless you look this up in an external guide, it is also not easy to know which quests provide skillpoints, or which qualify for the Cadwell's Silver. I have a journal entry which simply reads something along the lines of "Cadwell's Silver: Get to know the Daggerfall Covenant," without any quest marker objectives.
In my view the user experience for PVP-focused players would be greatly improved if it were possible to access the third alliance territory simply by traveling to friends or guildies, just as we can already do with Craglorn.
3. Suggestion: Some additional incentive to level together with friends in Cyrodiil would be great!
The upcoming lowbie Cyrodiil campaign is a great idea, and I suspect it will be quite popular for experienced PVP-ers who want to try leveling alts in Cyrodiil. If the XP gain and veteran points gain from player kills were boosted to be in line with the rate of advancement from PVE, this could be a fun way to level.
I wonder if it would be possible to offer an item similar to the Pledge of Mara, but tied to your guild, so you receive increased XP when participating in Cyrodiil PVP, grouped together with your guildmates. This could not only improve the user experience leveling through PVP, but also help guilds retain members and develop more friendships among guildies.
Perhaps it could be tied to wearing your guild's tabards, or reaching a certain level of progress in the guild (e.g., number of active members, keeps claimed by guild, total player kills by guild members, kill death ratio, or trials completion, etc.). If it were possible to do this, I'd suggest that it apply the bonus to veteran points as well. (My understanding is that the pledge of Mara does not boost vet points gain.)

Wouldn't it benefit the game & community if fighting in Cyrodiil rewarded the most VR points? Wouldn't that encourage people to "grind" their VR levels there while also participating in PVP?

You cant even earn much gold in Cyro. It can be an expensive place to for extended periods of time. No idea who any of the real hard-core PvP'ers manage to earn some coin.

I'm sorry, I'm certain that it has been done many times. My PVP guild consists of a group of people who has never left Cyrodiil since level 10, and they are VR12.
Majority grinded to VR1 and has never left Cyrodiil since. Some has never been to Harborage, and the only time spent outside of Cyrodiil was to get the guild skill lines up or simply some extra sky shards.
You'll be surprised by how many VR12 in Cyro that has never seen Molag Bal.
I personally hardly left Cyrodiil since VR1. I would say 90% of my VP is from Cyrodiil.
ZOS actually nerfed Cyrodiil a while back to keep you from being able to grind up via PvP. Kill quest was 'kill, turn in, repeat' on a regular basis, rather than one a day.I know it's technically possible, but nobody does it because it would take forever.
And mob XP/VP - there just aren't enough at Keeps to make it worthwhile; you have to go to the PvE parts of Cyrodiil, which meant no AP - and you could do so more successfully, and without interruption, outside of Cyrodiil.
Yeah, I remember that nerf. That's fine to be honest, I don't think those missions added much to the Cyrodiil experience for the most part. Leaving the front line, to go back and turn in your bounty, only to turn around and come back for a few more kills, rinse and repeat. It seemed lame and not what the developers had in mind.
I just think boosting the XP/VP from player kills would go a long way. Currently we can spend an hour in Cyrodiil, killing dozens of players, in some of the most epic fights seen anywhere in the game, yet we get more XP/VP running around killing mudcrabs. Just seems wrong.
