White Rose Prison broken quests: has anyone been able to complete?

The 1.2.3 patch made both quests associated with the White Rose Prison in Shadowfen non-Vet ("Final Release" and "Throw Away The Key") uncompletable.
Final Release: Najeepa's remains do not spawn.
Throw Away The Key: Medical Supplies do not spawn, quest marker points to the ground.
ZOS' suggestions (/camp then wait 15 minutes for reset, /reloadui and abandoning+reacquiring the quests) do not work. Zone chat is filled with people asking if it's bugged every few minutes, and this morning's maintenance+patch didn't fix either.
My question is, has ANYONE been able to complete these 2 quests since patch 1.2.3 came out?
