It looks like it doesn't met with the approval

Ok, here is another one, but now my suggested fix is pretty simple.
Tags:
1) It is 4-th spell in tree, it should be stronger and usefull
2) 1.3.x is close, the developers have promised us some balance changings
3) The biggest problem what this damage mitigation almost useless. Why? Because reduction soft cap is 50%, so it doen's give any damage buffs (only debuffs for you), especially in pve. Hello light armor and alot of sets with such bonuses.
4) Nerf reaper's mark (no stacking buff)

Remake the core mechanic:
Player's attacks ignore x% of target's Armor and Spell Resistance, but target's attacks ignore x% of player's Armor and Spell Resistance.
and make it:
Player's attacks damage against target is increased by Y%, as well as target attacks by Y%.

over mitigation!
probably Y=10-20% will be enough

    The ability as is works fine, i don't know how many times i have had the burst heal save me from certain death on the last 5% of a enemies health bar,

    Not to mention the burst damage from an ambushed attack you can generate with this ability is overpowered. If your struggling with its usefulness maybe reconsider when you apply the ability, its perfect for finishing a target or opening up on them.

    The problems with mark target are:
    In pvp you cannot get a stealth attack after using it on someone, as the big red and black pillar appearing over ones character is the universal cue to start holding block and turtling.
    In pve it is useless against mobs packs of more than 3 mobs.
    In pve it isn't necessary for packs of 3 or less mobs.
    Mark target is basically way to situational to be considered useful.
    Under most circumstances I consider mark target to be pretty much a waste of resources and a waste of a skill slot.

    I stopped using it in PvP(never used it in PvE) and that's because your target can see the huge pillar of coming death above their heads. this makes it really hard to get a good sneak attack in. I think the only thing they should really change about this ability, is make it to where they CANT see the huge pillar of coming death above their heads. would make a stealth attack ALOT easier.

    halp part of this ability works fine. but other half - not working or pretty useless.
    and let me ask - do you play something like dual blade/daggers and bow NB, right? :)

    in pve it pretty useless. not only on more than 3 mobs pack.
    in dungeons it is not useless - it is dangerously to using (+30-50% increased damage to you from mobs but not you to mobs)

    we (NBs) should be assassins, single target dps, burst dps. we are bad than other classes in aoe, not the best at physical (lol) dps and not the best and destro stave dps.

    I love it for the heal, but it's a serious 'oh crap' if you use it instead of something else in a dungeon because you were on a bar you didn't think you were on.

    Call me a jerk but I sometimes use it to freak people out in PvP. I mark them just to see them turtle around the field. Then I just leave. It can sometimes break up a party and slow them down this way. It's great fun ;)

    @vestmanneb17_ESO the method you refer to is actually the most effective way mark target can be used.

    let me put it this way if I use mark target for a fight I'm winning (yes even if i use it before engaging combat) mark target wont help me win.
    If I use mark target for a fight I'm losing(even if used prior to engaging combat) mark target makes me lose faster.
    It's like mark target is a double edged sword and both edges are cutting me.

    You can argue that mark target's heal is useful but the main reason you need the heal is because mark target makes you take more damage and you had mark target on your bar instead of an extra CC ability.

    If the Devs aren't going to rework Mark Target then they should at least change it's skill slot icon the moment you enter a dungeon to this:

    They should remove the pillar on top of your opponents head.
    What's the point of performing a sneak attack if your opponent knows that you are there?

    You cannot be serious! I have seen a few others mention this too. That would be almost like insta-kill from stealth, abused by many and people would rightly start screaming for nerf.

    Just tested Mark target in pve.
    The test I did was with an armor rating of 1150
    If I used mark target on a mob I would deal 10% extra damage to it
    The mob would also do 20% extra damage to me.

    Thus reassuring me that mark target is merely a 'lose button' in disguise.

    heh =) mark target working only for you - both debuff and buff. but as listed above, there is no buff in 99% of situations

    atm if I open on the guy from stealth (I am not stamina build) - target dead in arouind 80% times.
    dont see any omg oneshots if they add flat over mitigation deminishing bonus like 15%
